The City of San Diego has experienced a significant number of water main breaks, due in large part to the City’s aging water infrastructure. In addition to the need for replacement, repair and upgrades of all aging assets, the City is undertaking a program focused on replacement of cast iron and asbestos concrete pipes.

The comprehensive Optimizer analysis allowed the City to minimize the cost of their extensive replacement program, while comprehensively addressing complex design criteria. The design criteria ensure the network is robust against seismic activity by satisfying maximum day plus fire flow demand with a key supply pipe to the fire hydrant assumed to be out of service. Over 1700 fire flow events were evaluated in the optimization.

Optimizer has enabled the City to identify replacement plans that have been 10-30% more cost effective than like-for-like replacement of assets. In addition, the analysis ensures the overall hydraulic capacity of the system is optimized, improving water quality by reducing excess capacity in some areas while increasing hydraulic capacity in areas of need.
