System Description
Ashghal is responsible for governing the design, construction, delivery, and maintenance of all major public works projects in Qatar, including new and existing infrastructure relating to stormwater and sewage treatment.
Situated northwest of Doha, the Rawdat Al Jahhaniya catchment is home to the Al-Rayyan Stadium, Ceremonial Court, and Mall of Qatar. The catchment also contains a large housing development and is bound by major highways on all sides.
Purpose
The drainage infrastructure plan for the catchment was sufficient, but it was under construction during the pilot study and not due for completion until after the World Cup. The area had no watercourses or means of natural drainage, so an emergency response plan was required in case of an extreme weather event before the completion of the drainage network. SUEZ Doha sought innovative solutions to provide an optimal combination of a network upgrade and operational mobilisation recommendations.
Project Scope
Discussions with the local operatives managing the catchment enabled insight into feasible CAPEX and OPEX interventions, which were represented using an ICM model. Additionally, design criteria weighting was applied to consider the impact of flooding at sites of cultural significance and major transport corridors.

Results
Optimizer was able to consider all possible combinations of these intervention options and provide temporary emergency response plans for a range of potential storm scenarios during the months of the World Cup. Additionally, Optimizer was used to defend infrastructure investment decisions and reduce costs associated with storage for the existing ongoing works.
